מֻתָּר לְהוֹלִיךְ אֶת הַסּוּס בְּחֶבֶל שֶׁבָּרֶסֶן, וּבִלְבַד שֶׁיֹּאחַז בִּקְצֵה הַחֶבֶל, שֶׁלֹּא יֵצֵא מִיָּדוֹ טֶפַח, וְגַם לֹא יַגִּיעַ הַחֶבֶל שֶׁבֵּין יָדוֹ לַבְּהֵמָה עַד טֶפַח סָמוּךְ לָאָרֶץ. וְאִם הַחֶבֶל אָרֹךְ הַרְבֵּה, יִכְרְכוֹ עַל צַוַּאר הַסּוּס.

You may lead a horse with the straps of the bridle, provided you hold the end of the straps so that a tefach does not protrude from your hand;¹³The Talmud (Maseches Shabbos 54) prohibits holding the strap only if two tefachim protrude because, then, it is not considered as part of the halter. However, we have accepted a more stringent prohibition and do not allow the strap to protrude even one tefach. [v. Mishnah Berurah 305: 50] also, so that the strap which is between your hand and the animal [does not reach] to within a tefach of the ground.¹⁴Since it serves no purpose for the animal, it is considered that the animal is carrying a burden. [Rashi] If the strap is very long then, wrap it around the horse's neck.
