סימן צח סעיף ט

לִישָׁה מֻתֶּרֶת בְּיוֹם טוֹב, וּמִכָּל מָקוֹם לֹא יִמְדּוֹד אֶת הַקֶּמַח, אֶלָּא יִקַּח בְּאֹמֶד הַדָּעַת. וְאִם אֵינוֹ מְצַמְצֵם אֶת הַמִּדָּה, אֶלָּא פּוֹחֵת אוֹ מוֹסִיף, מֻתָּר (תק"ו).

Kneading is permitted on Yom Tov.³²Also see paragraph 23. However, you should not measure the flour but should take it by estimate.³³If inaccurate measuring will affect the quality, you may use a measuring utensil. (Peri Megadim, Mishnah Berurah 6:2) If you do not measure exactly, but take less or more, it is permitted to (use a measuring utensil).³⁴Bach, Tur.
